What time dilation means

A moving clock runs slower relative to a stationary observer. The effect becomes significant only at velocities close to the speed of light.

Why does time slow down at high speed?

Special relativity requires the speed of light to be the same for all inertial observers. Space and time therefore adjust relative to motion.
